It’s plausible that the photo was taken into a mirror, thus reversing the mirror effect of the eye!

It’s not photoshopped, actually. The photo was taken while the model was using this site.

yeah, the pic could have easily just been flipped horizontally, so google.com reads the right way.

That would seem like a lot more work than faking it. Faking it is probably the smartest thing to do for a pic like that. Just, you know, don’t fake it so badly.

If the reflection of the monitor is in focus, the eyelashes should be out of focus, shouldn’t they?

Not necessarily, as effectively the eye is a convex mirror and therefore the resultant image of an object would be virtual and formed between the principal focus and the pole behind the eye (a quick internet search will reveal diagrams if this doesn’t make sense!).
Thus for such a reflection to appear sharp in a photograph (as is the case for any reflection), the camera would need to focus on the image of the object, rather than the object itself.
Therefore it would be possible to have both the eye and the image of the monitor in focus; although looking at the low depth of field of this image (i.e. that some eye lashes are in focus and others are not), in this case your statement may well still be correct.
